Upon assuming office last
December 21, 2005, Chief
Justice Artemio V.
Panganiban, pursuant to the
Action Program for Judicial
Reform (APJR), initiated by
then Chief Justice Hilario
G. Davide, Jr., vowed to
lead a judiciary
characterized by integrity,
independence, industry and
intelligence. In reforming
the judiciary, his focus is
on the four (4) problems
that corrode justice in this
country, such as (1) limited
access to justice by the
poor, (2) corruption, (3)
incompetence, and delay in
the delivery of quality
judgment.
To advocate the Chief
Justice’s judicial
philosophy, the Supreme
Court has embarked on
knowledge sharing
initiatives. One of these is
the Global Forum on Liberty
and Prosperity on October
18-20, 2006 at the Makati
Shangri-La Hotel.

The ICSJR |
|
The
Philippine Supreme Court
crafted in 2000 its own
Action Program for Judicial
Reforms (APJR) and has,
since then, vigorously
implemented various projects
aimed at enhancing judicial
institutions and improving
the delivery of judicial
services.
Similarly, countries in the
Asia Pacific and elsewhere
have also launched their
judicial reform initiatives
to address basic issues,
such as judicial
independence, fiscal
autonomy, judicial
efficiency and
effectiveness, and access to
justice, among others.

The APJRF |
|
Since the conduct of the
International Conference and
Showcase on Judicial Reforms
(ICSJR) last November 28 -
30, 2005, the Supreme Court
of the Philippines has
received numerous positive
and encouraging impressions
from the participants.
These impressions are not
only a testimony to the
success of the International
Conference but more
importantly, these are
impetus to the newly
established Asia Pacific
Judicial Reform (APJR)
Forum, the Manila
Declaration, and the
Judicial Reform Network in
the 21st Century (JRN21)
